We are committed to mutually serving the needs of children requiring permanent placements and couples and individuals who wish to parent. Licensed as a child-placing agency since 1948, CSS provides professional adoption services based on the highest child welfare standards. In 1993, responding to the needs of children in Russia, CSS developed an International Adoption Program. Through this program, over 800 children have been placed with adoptive families of all faiths throughout the United States. Humanitarian aid is provided on a regular basis to orphanages and foster homes and to assist children for whom placement in an adoptive is not an option.

BRIEF PROGRAM OVERVIEW FOR RUSSIA
CSS currently places children from several regions in Russia. Accreditation by the Russian Federation is current. We accept couples married at least two years and single women. Staff is maintained in Moscow and the other regions to assist families through all phases of the process. We place children from infant to school age. There should not be more than 45 years difference in age between the adoptive parent and child. CSS does not place two unrelated young children at the same time; we encourage the placement of siblings. Adoptions are usually completed in 12 months.
*Fees for Russia: $200 application fee and $20,500 agency/country program fee
